In the Republic of Azerbaijan, state standards are developed and prepared in accordance with the requirements of the "Law of the Republic of Azerbaijan on Standardization" and AZS 1.2:2022 "National Standardization System of the Republic of Azerbaijan. Procedures for the Development of State Standards of the Republic of Azerbaijan."
State standards are developed and prepared in accordance with the national program or initiative related to standardization. The initial draft of the state standard can be prepared and submitted to the relevant technical committee by government bodies (institutions), legal or physical persons. The entities preparing the draft of the state standard must justify the necessity of its adoption.
The development and preparation of state standards are carried out through technical committees on standardization. The official website of the national standardization institution conducts public discussions of the drafts of state standards within 60 calendar days. Comments received by the respective technical committee must be reviewed within a maximum of 1 (one) month, and if comments are not considered, the author should be informed with substantiated information.
State standards are adopted by technical committees based on consensus. After obtaining the consensus agreement on the draft from all interested parties and informing the authors about unconsidered comments, the relevant technical committee compiles a set of documents containing the following to be sent to the national standardization institution for the adoption of the state standard:
• Three copies of the draft state standard in paper and electronic carriers.
• The protocol of the Technical Committee.
• Documents confirming the agreement on the draft standard.
• Copies of scientific research, patents, innovations, tests, and measurement results used in the preparation of the standard draft.
The national standardization institution conducts an expertise of the draft in terms of compliance with the relevant legislation and, if it meets the requirements of the "Law on Standardization of the Republic of Azerbaijan," accepts and registers the state standard. The state standard, once registered, is also included in the state fund for standardization. The date when the state standard comes into force is indicated in the state standard. The institute is responsible for the implementation of standard preparation.
