TWINNING Project

The Twinning project called "Support to the Azerbaijan Standardization Institute for the implementation of the National Plan for adapting the National Standardization System to international requirements" was launched on November 1, 2020. The project is officially planned to be implemented within 18 months. However, taking into account the requirements of the Azerbaijan Standardization Institute (AZSTAND), the project was extended for six months (October 2022). The project's lead Member State partner is the German Federal Ministry for Economic Affairs and Energy (BMWi) and the German Institute for Standardization (DIN). This institute was supported by the Spanish Standardization Association (UNE) and the Swedish Standards Institute (SIS), which are junior partners of the project.
        The twinning project aims to strengthen the cooperation between AZSTAND and its European Union (EU) partners, regulate the transformation processes in the Institute and further adapt the standards to European and international requirements in the direction of future membership in the WTO. The main goals of the project are to optimize and strengthen three areas called corporate governance, digital transformation and financial mechanisms. The structure of the twinning project consists of three components: Component 1 Corporate Governance: involves national standardization strategy, institutional roadmap and market control mechanisms, as well as development of description of technical committees, optimization of their procedures and processes. Component 2 Digital Transformation: the main goal here is to develop a digital transformation plan for AZSTAND, strengthen brand awareness and communication. Component 3 Financial Mechanisms: the purpose of this component is to improve the financial stability and independence of AZSTAND by analyzing budget processes, developing forecasting models, in-depth market analysis and assisting consumer needs. During the project period, 64 trainings covering a total of 320 working days were held. In addition to AZSTAND employees, employees from other institutions related to the field of standardization were also involved in these trainings. More than 100 specialists were trained by 30 experts of the consortium.
      On 15.02.2022, a seminar on "Benefits of Standardization" was organized for Technical Committees on standardization in videoconference format. On 20.06.2022, the "International Experience in National Standardization Activity" seminar was organized by the German Standards Institute within the framework of the Twinning project. Representatives of the Antimonopoly and Consumer Market Control State Service under the Ministry of Economy, Azerbaijan Standardization Institute, technical committees on standardization and foreign experts took part in the event. At the seminar, presentations and discussions were held by foreign experts on trade stimulation through standardization, application of international experience in national standardization activities, involvement of interested parties in technical committees and other topics. At the same time, within the framework of the project, training trips were organized for the employees of AZSTAND to relevant institutions in Germany, Sweden and Spain. On 12-15.07.2022, the delegation of AZSTAND visited Germany within the framework of a training trip organized by the German Federal Ministry for Economic Affairs and Climate Action (BMWK), the German Institute of Metrology (PTB Berlin), the German Accreditation Body (DAkkS) and German Standards They had a meeting at the Institute (DIN). During the meeting, the German experience in terms of quality infrastructure and standardization policies, public interest in international standardization and financing was studied. Also, within the framework of the visit, an agreement was signed between the German Standards Institute (DIN) and the Azerbaijan Standardization Institute (AZSTAND).
      According to the agreement, cooperation between both institutions, application of German experience in the field of standardization in Azerbaijan, dissemination of DIN standards are envisaged. On 22-26.08.2022, the delegation of AZSTAND visited the Swedish Standards Institute (SIS). During the visit, the institutional structure of SIS, the process of digital transformation in SIS, marketing policy, the principles of electronic sales and subscription of standards, as well as technological systems intended for the activities of standardization works and technical committees, the formalization procedure of international standards and experiences in other areas were studied. . On 03-07.10.2022, the delegation of AZSTAND visited the Spanish Standardization Organization (UNE). Within the framework of the visit, experience was learned in UNE in technical regulation and standardization at the national and international level, standardization activities in the electrical and toy sector, the procedure of translation and publication of international and European standards and other fields.

The final conference of the Twinning project was held on 25.10.2022. The conference was attended by representatives of the Ministry of Economy of the Republic of Azerbaijan, the Antimonopoly and Consumer Market Control State Service, relevant state institutions, associations, the private sector, as well as the ambassadors of the European Union, Germany, and the Kingdom of Sweden in Azerbaijan, as well as representatives of the national standardization organizations of the member states involved in the implementation of the project. Every three months, a report bulletin of the project was prepared and published by the project team on the "EU Digitool" platform of the EU.
